As Chief Executive, Steven leads the Government Property Agency in making significant changes in the way in which the Government’s office and warehouse property is managed.
GPA is growing its portfolio rapidly with currently 10 million square feet of property under management. The Agency is transforming the future of work in the Civil Service, leading the largest commercial office programme in the United Kingdom, and halving carbon emissions from Government offices. GPA is improving the workplace experience for civil servants and delivering solutions that will save billions for the taxpayer.
A Yorkshireman who originally qualified as an engineer, Steven is a collaborator, innovator and leader of change. Prior to GPA, he was HMRC’s Estates Director delivering 13 major office buildings, planning the successful drawdown of a nationwide PFI, and shrinking the size of the estate by two thirds. He also served in the British Army supporting a wide range of clients in design, construction and property management, including leading the in-house engineering design and project management consultancy. As the Army’s Director of Infrastructure he also helped introduce incentive mechanisms for property funding in Defence.
